Rule 13 — Form, manner, time limits and fees for filing of appeal.

The appeal shall ordinarily be filed by the appellant with the Registrar of such Tribunal within whose jurisdiction —
13(4)(i) the cause of action has arisen, or (ii) office of the respondent against whose order relief is sought, is located.
