In case the contractor fails to make payment of minimum wages to the contract labour, then, the Chief Labour Commissioner (Central) or their representative, shall cause such payment to be made to the contract labours who have not been paid, out of the security deposit referred to in rule 90 including by invoking the bank guarantee.
