ESIC Rolls Out New Insured Person (IP) Registration Functionality in ERP
ESIC Headquarters has issued a fresh circular introducing a redesigned Insured Person (IP) Registration module in its ERP system, moving employee registration under the ESI Scheme to an Aadhaar-first workflow with an employee self-authentication option through the ESIC Health Connect App. This article walks through what changed, why it matters for employers, and the exact step-by-step process based on ESIC’s official user manuals.
The Circular
F.No. P-14011/2/2026-BFT-II, dated 04-08-2026, issued by the Benefit Branch-II (BFT-II) division of ESIC Headquarters, addressed to all Regional Directors/Joint Directors (I/c), states:
- A new IP Registration functionality has been developed in the ERP system for registering employees under the ESI Scheme.
- The module is designed for seamless registration, capture of requisite employee details, and generation of the Insurance Number.
- The module is operated by the employer for processing and facilitating registration.
- Employees can independently complete their authentication through the ESIC Health Connect App — making the process simpler and more user-friendly.
- A detailed User Manual (workflow, operating instructions, screenshots) was enclosed for training and dissemination to all Regional/Sub-Regional Offices, Branch Offices, and field functionaries.
In short: this is not a policy change to the ESI Act or Rules — it is a systems/process update rolling out via ERP, and employers/compliance teams should be aware of the new screens and workflow rather than any change in statutory entitlement.

What’s New at a Glance
- Registration is now Aadhaar Card-based only — there is no non-Aadhaar registration path in the new module.
- Validation can happen at the time of registration, or later, through three possible routes:
- Employer — via biometric devices
- Branch Manager (BM) — via biometric devices
- Insured Person (self) — via Face Authentication on the ESIC Health Connect App
- 30-day validation window: Aadhaar validation must be completed within 30 days of registration for the IP to avail benefits smoothly. Employers should treat this as a hard compliance deadline for HR/payroll teams — a lapsed window can affect an employee’s ability to claim benefits even though contributions are being deposited.
Process 1: Base IP Registration (Aadhaar Card Route)
This is the core registration process an employer follows to onboard a new employee under ESI.
- Employer logs in at www.esic.gov.in → Employer Login.
- Enter Employer Code, Password, and Captcha → Login.
- Click Register/Enroll New Employee.
- Answer the Yes/No prompt, enter the employee’s mobile number, and validate it.
- Select the record tagged with the employer → Get Details → Continue.
- Seed the Aadhaar number and accept the terms & conditions; select “Now” to validate immediately.
- Select the biometric device from the dropdown → Validate → Capture (biometric capture).
- Note: For successful validation, the demographic details stored in ESIC must exactly match the details on record with UIDAI.
- On successful capture, Aadhaar Status and ABHA details are displayed.
- Complete Form-1 with the remaining employee details → Submit.
- The Insurance Number (IP No.) is generated, and the e-Pehchan Card reflects the insured person’s details.
- The e-Pehchan Card can be downloaded and printed as a PDF.

Process 2: Aadhaar Validation via ESIC Health Connect App (Matched Case)
Where Aadhaar isn’t validated at the time of registration (“Later” option), the Insured Person can self-validate later through the mobile app.
- Employer completes registration up to Form-1 submission (mobile validation → “Later” for Aadhaar → Continue → Form-1 → Submit).
- The Insured Person opens the ESIC Health Connect App.
- Selects Verify Insurance Number, enters the IP Number, and requests an OTP.
- Enters the OTP received on the registered mobile number.
- Completes Face Authentication.
- On a successful match, the system confirms “Aadhaar Details Validated Successfully”, and Aadhaar Seeding + ABHA details are generated.
- The e-Pehchan Card now shows the Aadhaar status as “Verified.”

Process 3: Aadhaar Validation — Mismatch Resolution Workflow
Where the details captured by ESIC don’t match UIDAI records, a structured Employer → LDC → BM escalation workflow applies instead of a straight-through validation.
- Registration proceeds as usual up to the Health Connect App verification step.
- The IP attempts verification (Insurance Number + OTP + Face Authentication), but the system detects an Aadhaar details mismatch between ESIC and UIDAI records.
- A reference number is generated for the mismatch case.
- The employer returns to the Employer Login, opens Edit Employee Details, and pulls up the case using the reference number — the mismatched details are displayed.
- The employer forwards the request to the LDC login.
- The LDC logs in, selects the correct user location and role, and pulls up the request via the reference number.
- The LDC forwards the request to the BM.
- The BM logs in, selects location/role, opens the reference number, and clicks Approve.
- Once approved by the BM, the Aadhaar validation request is closed out.
- The employer/IP can check the e-Pehchan Card section using the IP Number — the Aadhaar status now shows as “Verified.”

Process 4: Aadhaar Validation by Employer (Biometric Device)
If Aadhaar validation isn’t completed at the time of registration, the employer can also carry it out later using a biometric device — covering both matched and mismatched cases.
Match case (ESIC and UIDAI details align):
- Employer logs in at www.esic.gov.in → Employer Login (code + password + captcha).
- From the Employer Home Page, click New IP Aadhaar Validation.
- Enter the IP Number → Search → select the record → Get Details.
- Accept the terms & conditions checkbox.
- Select the biometric device from the dropdown → Capture → OK.
- On successful capture, click Validate Biometric.
- System confirms “Aadhaar Details Validated Successfully” → tick the ABHA Declaration checkbox → Proceed.
- ABHA details are generated → view the Counter Foil.
- Aadhaar status shows as “Verified.”
Mismatch case (ESIC and UIDAI details differ):
- Same login and navigation to New IP Aadhaar Validation → select IP → Get Details → accept terms → select biometric device → Capture → Validate Biometric.
- The employer can now view the mismatched fields between ESIC and UIDAI records.
- If the error is on the ESIC side, the employer can correct it via Update Particulars of Insured Person.
- If the error is on the UIDAI side, the IP needs to get it corrected at an Aadhaar Centre.
- Click Proceed — a reference number is generated and the case moves to LDC/UDC for approval.
- LDC/UDC logs in via myesic.esic.gov.in or gateway.esic.gov.in → Applications → Insurance → selects location/role.
- Opens Edit Employee Details Workflow, selects the IP Number, reviews existing vs. new particulars, enters remarks, and forwards to BM.
- BM logs in similarly, opens Edit Employee Details Workflow, reviews the particulars, enters remarks, and clicks Approve.
- The change request is approved successfully, closing out the mismatch case.

Process 5: Aadhaar Validation by Branch Manager (Biometric Device)
The Branch Manager (BM) can also validate a new IP’s Aadhaar directly at the Branch Office using a biometric device — a more direct, single-step route (no LDC escalation) intended for straightforward, matched cases.
- BM logs in via myesic.esic.gov.in or gateway.esic.gov.in with username and password.
- Navigate Applications → Insurance.
- Select User Location and User Role from the dropdown → Submit.
- Click New IP Aadhaar Validation.
- Enter the IP Number → Search IP No. → select the IP → Get Details.

What Employers Should Do Now
- Brief HR/payroll teams on the Aadhaar-only registration requirement — keep Aadhaar numbers and demographic details ready and accurate before initiating registration, since UIDAI-ESIC mismatches trigger a slower, multi-level approval workflow.
- Track the 30-day validation deadline per new joiner as a compliance checkpoint, not just a system prompt.
- Where biometric validation isn’t feasible immediately, guide new employees to complete self-validation via the ESIC Health Connect App promptly.
- If a mismatch case arises, expect it to route through LDC and BM approval — build in follow-up time rather than assuming instant resolution.
This summary is based on ESIC’s official circular (F.No. P-14011/2/2026-BFT-II, dated 04-08-2026) and its accompanying user manuals on the New IP Registration and Aadhaar Validation processes. Employers should refer to the original circular and manuals on esic.gov.in for the authoritative version and any updates.
